On September 12, 2010, the "Cross-Strait Economic Cooperation Framework Agreement" (ECFA, 海峽兩岸經濟合作框架協議) between Chinese Mainland and Taiwan officially took effect.
The ECFA was signed in Chongqing on June 29, 2010, by Chiang Pin-kung (江丙坤), chairman of the Straits Exchange Foundation, and Chen Yunlin (陳雲林), president of the Association for Relations Across the Taiwan Straits.
The agreement consists of a preamble, five chapters consisting of 16 articles, and five annexes, covering multiple fields, essentially encompassing the major economic activities between the two sides.
In terms of goods trade, the Mainland reduced tariffs on 539 products originating from Taiwan, and Taiwan also cut tariffs on 267 products originating from the Mainland.
In terms of service trade, the Mainland has pledged to implement more liberal policy measures for 11 service sectors, including accounting, import film quotas, banks, etc. toward Taiwan, while Taiwan has committed to further opening up nine service industries, such as research and development, sports, and other entertainment, to the Mainland.
