On August 25, 1994, the State Council approved and designated the Beijing Economic and Technological Development Zone as a state-level economic and technological development zone.

According to official documents from the State Council, the Beijing Economic and Technological Development Zone is located in the southeastern suburb of the city, with a planned area of 10 square kilometres and a starting area of 1 square kilometre, and would implement the policies of coastal economic and technological development zones.

The document also stated that the Beijing Economic and Technological Development Zone should fully leverage its capital advantages, actively attract foreign investment, promote high-starting-point industrial projects and technological projects.

The Zone was also required to expand export trade through promoting the technological transformation of Beijing's state-owned large and medium-sized enterprises and adjust the structure of the industry, and to serve as a window for an export-oriented economy.

As of 2020, the gross output value of Beijing Economic and Technological Development Zone had exceeded CNY 200 billion.

The main listed companies within the zone include BOE, AVIC, BAIC Blue Valley, JD Group-SW, and Beijing Uni-Construction.
